Right, but there are dev kits and boxes out there.  It isn't something
that'll please the Free purists.  Even having to pay the standard $50
for an Xbox game isn't too horrible if it's a good game like Apache. 
For $250, a webserver running Apache is pretty nice.  The article wasn't
throwing out spare time, hobbyist ideas- more a sort of It Should Be
Done By Someone sort of tone.  

Me, I'm just looking for something to be done so that I can buy a
couple.  Make them pay back for all the Windows I've had to buy.
