Well, I'm not sure it appeared in the release notes, but the exclusion of linuxconf has been planned for some time. In the unofficial words of someone in the know, linuxconf is *ahem* poorly designed. It was a nice idea, though. You'll notice that each release of Red Hat has been showing up with more and more config tools of their own.
