  parted (partition editor) runs under Linux and can do some of this.  It is
a GNU program.  I believe it supports FAT, FAT32, and ext2.  It does not
support NTFS.

  Some distributions offer you the option of resizing existing partitions as
part of their install program.

  ext2/ext3, XFs, and reiserfs all have their own resize tools.

  There is a program calls "FIPS" that runs under MS-DOS which can shrink
FAT filesystems.

  There is commercial software (Partition Magic and Partition Commander are
two I know of) that can resize all sorts of filesystems.  Such software
typically requires MS-Windows, or at least MS-DOS.
