With the new version it is now possible to compile Gnoga using the current
version of MinGW's Ada which is 4.8.1
MinGW does not include sadly gpr tools, so even if using msys and make it
won't help.
So I created a make.bat and clean.bat
If someone has a set of gprtools that works with MinGW let me know. I
assume some older GNAT-GPL version (2014 doesn't work) will likely work.
