I tried to install GNAT Community 2018 but the installer seems to get
into an infinite loop and never finishes. The detail window stops with
.h files being stalled and then nothing else.

You can easily disable or delete this line 208 in Makefile.
I don't know about GNAT GPL 2017 on Mojave, you can ask on MacAda list:
http://hermes.gwu.edu/archives/gnat-osx.html
But IMHO you should upgrade to GNAT Community 2018.
