The easiest and quickest way is to install gnopernicus, which will install the Festival speech synthesizer. You can do this by simply running one command. sudo apt-get install gnopernicus Which will go and grab everything you need to use Gnopernicus. You will then have to turn on accessibility features in the GNOME preferences, or do it manually with a command-line tool. I can't remember how to do it from the command-line however.
