Hi Darragh:
Festival changed the way it uses the network in recent releases. I
believe the file '/etc/festival.scm' needs to be edited to add
permissions to localhost.
Here is a pointer to one of the list archive articles, if this is indeed
your problem:
http://mail.gnome.org/archives/gnome-accessibility-list/2005-October/msg00054.html
This has come up more than three times this month, I suppose we really
need a FAQ. Any volunteers to help write it?

I have the same problem with SuSE 10 and Gentoo 2005.1.
Everything is installed and Sound works but Gnopernicus doesn't speak. There
are no errors shown when I run gnopernicus from the console.
Any help appreciated
Darragh
