Well...this doesn't look good. If test-speech doesn't work,
then there's no hope that gnopernicus or Orca will be able to
use gnome-speech.
Try doing this in one terminal:
killall festival festival-synthesis-driver
festival-synthesis-driver
And then run test-speech in another terminal. As you go
through test-speech, check the output from the window where
you are running festival. My guess is that you're running
into the dreaded Festival bug that prevents it from working
as a server on Linux. A number of workarounds are available:
