The "Why is There a Release Announcement for This Release? You Never
Do Release Announcements!" release.
(Answer: there's a new configure option, although the default build
behaviour is unchanged.)

Add a --disable-legacy-icon-mapping configure option for development and
testing purposes. (May later enable this automatically for dev builds
and
disable it for stable releases, as per gnome-icon-theme; we'll see.)
Flag affects HCLP, HCLPI, HC-SVG, Crux and Mist icon themes.
