Would it?

If they have

./configure --enable-system-sqlite

in their script then nothing will change for them if we change the
default from no to yes. The only people that need to update are those
that want to explicitly force the local sqlite (I doubt any distros do
that, but maybe) as they would have to pass --enable-system-sqlite=no.
