Syntax Highlighting coms from GtkSourceView, which gedit uses. IIRC css
was added in GtkSourceView 1.1.1
I suggest upgrading to the latest GtkSourceView, since it features many
bugfixes and should not require any new dependencies, but if that it's
too complicated you can grab the css.lang file from the tarball and put
it in /usr/share/gtksourceview-1.0/language-specs/
