The blockquote element, like the quote element, should only be used for actual quotations, not for any other block of text. I don't think there's any place in the Handbook where blockquote is called for, though I may be misremembering. If you're showing block fragments of XML, use programlisting. But the blockquote bug you pointed out is still a bug.
