There are resources to get you started on the wiki.
You'll need to set up gnome-doc-utils.
There's a template somewhere too, but I don't know how
up to date it is.
(Aside -- the DDL approved an app for GNOME that
didn't already have documentation.... um, am I the
only one who's a little perturbed by this?)
