But there is xkeyboard-config project, which, though it is not a part of gnome 2.10 - but supposedly a part of the future modular xorg release - need the i18n love. And it contains the strings which will be visible in the gnome-keyboard-properties (layout names, options etc). So since you asked about fd.o and i18n, I'd appreciate the help in the translation. It is available in the fd.o CVS, the repository xlibs, module xkbdesc.
