http://live.gnome.org/TranslationProject/SvnHowTo But it usually takes some time to get an SVN account, so in the mean time, you can give your file to Vladimer who will do it for you for now. For other files, just ask here until you get account. Also, don't submit stuff only through Launchpad if you would like to make sure your translations are used on every distribution. Launchpad's GNOME translations are used mainly for ubuntu and derivatives, they don't go to Fedora or other distributions.
