I'm not in the i18n approval group, but considering the time in the cycle
(now even worse than 3 days ago when the last email was sent), I would
recommend only applying it to master after branching, and then to the 3.10
branch after the tar balls for 3.10.0 has been rolled, provided you intend
to do a 3.10.1 tar ball for this program. That way we may get the fixed
strings into the distributions that use the .1 tar-ball set, but without
the risk of releasing untranslated strings for .0. Does that make sense?
