Yeah, they're redundant. hig-2-1 was the original name for the HIG development branch, and I renamed it hig-2-3 when we released HIG 2.2. Then I renamed it hig-devel so I didn't have to keep renaming it...
So as long as hig-devel is there, we're good to go.
