lkanter is in fact the coordinator for Russian, please see
http://l10n.gnome.org/teams/ru.
The problem seems to be that the information that he has a VCS(SVN) account,
"lkanter", is not stored in l10n.gnome.org, and as a consequence not presented
in the http://l10n.gnome.org/teams/?format=xml interface, thus not making Mango
approval work.
