User and developer documentation are currently mixed up in library.gnome.org.
It would be better to split the current site into two: developer.gnome.org (for
developer documentation) and help.gnome.org (for user and administrator
documentation).
We've done some work to the developer site to consolidate what we have there.
We now need a new home for the user and administrator docs - this would need to
work in the same way as library.gnome.org.
