Hi,
At GNOME, we do not have the capacity to run a mailing list on request, but
FedoraHosted does offer this service.
You can request a "project" on Fedora Hosted at:
https://fedorahosted.org/web/new.
Just mark that you don't want SCM or trac, but only a mailing list.
Sorry for not being able to help, and for the slow responses, we're just with
the two of us.
