Likely indeed. As I experienced the same problem at a different location but 
using the same ISP.

I'm also using a live bookmark in Firefox that queries for the latest doxygen 
related bugs and 
shows the result in a drop down menu. Very handy, but I guess that the 
consequence is that 
every time the browser starts also a query is performed.
