Make use of a global footer resource file
A better solution for this issue, is to use a separate resource file for the
footer and import it to the base.rc

I have a patch using this method but it's totally untested, also i'm not quite
sure where to use the defined variable. Per resource files or in the footer.rc
using the appropriate tags for each page (thread page, messages page etc.).
