help.gnome.org and developer.gnome.org are running from webapps.gnome.org and
rely on the presence of a ftp mirror at /ftp/ but I note now it doesn't exist
anymore.
library-web has code to pull from http but this will be inefficient, it would
nice to have /ftp/ available again.
