The travel committee has been having problems with people sending in their
receipts from GUADEC. Apparently RT rejects emails with attachments larger than
1 or 2 MB. Also, in the case where the email is rejected, it takes a few days
before the sender is notified.
If it's possible, we'd like to increase the size limit on attachments, and
decrease the bounce time.
