Is this an error? I commit pretty often to Evince, see for example this commit 
from a month ago:
https://gitlab.gnome.org/GNOME/evince/-/commit/6464bdb140be965042c478595732f4b7743dd611

So please let me know if this was an error and how to reinstate my commit 
access.
