flatmgr-finish has always been pretty unreliable, but now I don't think it's
working at all. Just over the weekend, we have:

 * https://gitlab.gnome.org/GNOME/gnome-build-meta/-/jobs/878973
 * https://gitlab.gnome.org/GNOME/gnome-build-meta/-/jobs/877478
 * https://gitlab.gnome.org/GNOME/gnome-build-meta/-/jobs/876321
 * https://gitlab.gnome.org/GNOME/gnome-build-meta/-/jobs/876163

The failures look like:

```
Job failed: InternalError: Command "flatpak" "build-commit-from"
"--timestamp=NOW" "--no-update-summary" "--untrusted" "--force"
"--disable-fsync" "--gpg-homedir=/srv/gnome-build-meta/gnupg"
