It appears to be a proposed package for Vivid, which will be 15.04. If
you're running 3.12, I'm guessing you're using the gnome3-team ppa? It
looks like even their -staging repository is still at 3.12.7, as well, even
for 14.10. Perhaps filing a bug on their launchpad to see if you can get
some traction on updating the version for 14.04? Letting them know which
evolution bugs are fixed by the update may be helpful.
