There is up-to-date stuff on developer.gnome.org, it just needs a lot of love to have other parts be cleaned up. Anyway, the webhackers page you provide the link for points to gnome-web-list, which is still the correct place to look. I'm not involved enough to know if the other stuff is up-to-date or not, but you can ask on gnome-web-list.
