Yes. There are docs about Gtk+, Gtk--, writing documentation, applets (in python), converting existing apps to GNOME, about metacity, HIG, optimisation, and accessibility ...but I didn't see anything about getting started with GNOME. The two Gtk+ tutorials look good.
