First of all, I assume you are a registered GNOME developer with an SSH key already, as described on https://wiki.gnome.org/Git/Developers ? If not, you could try cloning the code via the two methods covered under "Anonymous Access" on that wikipage. But if you cannot reach servers, it's often a problem of the network. So it is either the network administrator, the internet provider or your government blocking access to certain ports/services or servers. Does that problem also happen when you try to use a different internet connection?
