I probably shouldn't need to say it, but... obviously this would not submit any user info anywhere *without* the user's explicit permission first. We don't want parts of our core desktop to get tarred with the spyware brush! Anyway, (sorry if I missed the point) what kind of info are you wanting to gather about users? For what purposes?
