OpenH323 is MPL and it cannot be changed. No amount of GPL propaganda
will change that.

You need to talk to the x264 project about that, but reports from other
users are that they are not even interested in converting from GPL to
LGPL - I can't see them adding an exception for OpenH323.

But don't let me stop you from asking them :)
