Since you ask ... he's clearly referring to characteristics of the
project managers.  That's not evidence that this particular project
has succumbed to "an effect that anybody ... should recognize", and is
irrelevant since he could refer to the program itself (it's free
software!) to demonstrate its disastrousness.  Thus, ad hominem.

But since Andrew concedes he didn't really mean it that way (he was
aping his adversary's argument), the point is moot.
