The fact that Bzr and Arch cover basically the same needs doesn't mean
they can't both be GNU projects.  There is very little competition in
the "race to be accepted as GNU project".
So to a large extent, the two are mostly unrelated.  If anything, Bzr's
acceptance as a GNU package might be remotly linked to Arch's lack of
development activity, but that's about it.
