Your link for the release notes is not included in the package description (C-h P modus-themes) for version 4.8.0. I also could not find a link in the mode-theme.info for version 4.8.0, which includes many other links. Have you included this link to your release notes somewhere in version 5.0.0? Otherwise, a future user of your package has to have read this mailing list or know where to search this mailing list.
