Version 0.32.1 of package Org-Mem has just been released in GNU ELPA.
You can now find it in M-x list-packages RET.

Org-Mem describes itself as:

  This library came from asking myself "what could I move out of
  [org-node], that'd make sense in core?"  Maybe a proposal for upstream,

  keeping track of some or many files and what may be in them.
