Personally, I vote for considering youtube-dl as not a web browser (that is: I vote for option (b)). My reasons for this is that, with a web browser, I can visit *any* web page. While in the case of youtube-dl, it serves an specific purpose, that is to download videos from some video sharing web sites, but if I visit any other web site other than the ones supported, it gives me an error.
