just FWIW, i will start - if this proposal were accepted, i might suggest that "incomplete distros" not be given a distinct entry on the website; but listed within the same entry as the main distro, denoted as a "flavor", "spin", or similar, with a summary of it's unique characteristics - for the sake of clarity, that seems appropriate to me
it is difficult enough for people to choose a distro - i think that would be very helpful to indicate like "'foo-spin' is very very much like 'foo', but it has these unique characteristics" - any "bare-minimum effort" spins, would be easily identifiable as such; because the description would clearly suggest the triviality of the changes, like: "... but it has a different name and desktop artworks" or "... but it's installer installs KDE instead of GNOME" that really is the most common sort - uruk's differences appear to be more significant/substantial, but still summarize-able
