I'd be happy to talk to you 1-1 on this, it's an area I know a fair bit
about -- I work on Open Educational Resources (OER), which are basically
resources, often textbooks, released with a CC license (that doesn't have
the ND clause, for <reasons>) ... it's a biggish movement at the moment.

The short answer is: either self-publish with any tool you like (I use
LaTeX because I'm a mathematician) and the post you book wherever you like,
or if you want a more point-and-clicky publishing platform, you might look
into Pressbooks.
