An open source group of contributing engineers and others could
   develop the technology so that it can be made available to the
   developing world (and in developed countries too for that matter)
   free of charge and there will thus be a much greater use of clean
   coal technology.

This would not only do harm against the GNU project, but it also
excludes the GNU project from participating since it is a free
software project and the ideals of the open source movement go against
what we stand for, namley, software freedom. See
