Uh, Linux was developed on Minix, with the Minix toolchain, though compiled using GCC. Which is even less than "a bunch of tools". Later bash got bootstrapped. Some stuff was in usable condition, some stuff not really fully operative (such as the C library). Of production quality were indeed just a bunch of tools and libraries.
