Uh, Linux was developed on Minix, with the Minix toolchain, though
compiled using GCC.  Which is even less than "a bunch of tools".
Later bash got bootstrapped.  Some stuff was in usable condition, some
stuff not really fully operative (such as the C library).  Of
production quality were indeed just a bunch of tools and libraries.
While the overall framework was far from being a cohesive or even
usable system, it was at least in a state fit to coevolve with Linux.
