So you believe that's not the goal of the GPL simply because the miniscule percentage of code that's never distributed isn't required to be distributed?
I do not think it is possible to gauge or even know the percentage of GPLed code which is being privatized. The NSA could have taken all the code of GNU and transformed it into a gigantic monster which nobody knows, not to mention the rest of the world.
