No more nonsensical than your attempt to define the boundaries of an operating system to be the userspace utilities that GNU happen to have produced. So gcc is part of the operating system. Would a Pascal compiler form part of an operating system? GCC includes a pascal compiler. A Haskell compiler? One could include a haskell compiler in a operating system, many GNU variants have a haskell compiler, for example gNewSense (http://www.gnewsense.org/) How about gnuchess?
