Hmm, I think they've chosen to apply double standards.  The "non-free 
manuals" are removed right away because they "restrict users", but GLX 
(under licenses declared as non-free by Debian) and the blobs in Linux 
and kFreeBSD are not -- it would make the distro less attractive to 
users, so that's an "acceptable compromise".

And they distribute non-free software in the non-free section, so the 
"standard" is just a label for different sections of the archive.  The 
criteria a software package should meet to get into the Debian archive is 
"to be legally distributable" -- that has little to do with freedom.
