Verizon provides a URL through which firmware upgrades can be downloaded. That URL contains "actiontec gateway", suggesting that the firmware comes directly from Actiontec. Looking from the outside, it cannot be said with certainty whether Verizon incurs GPL obligations through this URL. The BusyBox authors, who as parties to litigation were in a much better position to know, decided that having Actiontec make the GPLed sources available was sufficient.
