The URl for the download refers to "actiontec gateway" (your "name on the box" theory notwithstanding) and is not for general distribution but for people upgrading their routers, who have therefore already received information about the GPL and how to get source code. You want to require stricter behavior than the rights holders did so that you can say that the requirements are being deliberately violated by Verizon, but they are not.
