To repeat

To repeat: In order to distribute GPLed code, including combined
works which incorporate GPLed code, the distribution must be made
under the terms of the GPL. This requires distributors to make
source code available to certain third parties. This is an obligation
of the distributor to the copyright holder, and failing to honor this
obligation leaves the violator subject to copyright infringement.

To repeat: Your repeated assertion is utterly false.

Third parties to whom the distributors owe source code under the
GPL cannot themselves go to court to enforce their claims if the
distributors have not given them the license terms under which
the program is delivered. Only the copyright holder can enforce
the obligation.
