As the FSF itself stated, Cisco already maintains a GPL page for its products, <http://www.linksysbycisco.com/US/en/supportgplcode>, with a host of GPLed source code to download for its various products. The concern was with the timeliness of Cisco's compliance with the GPL for new products and for response to written requests. So there's no question that Cisco agrees that it should comply with the GPL. You can only bitterly hope that despite the fact that they attempt to comply with the GPL, they secretly despise it and will deliberately take steps to not honor the settlement.
