As you can see, this group has its resident trolls. I think it strongly depends on where the focus of your IDE is supposed to be, what language it is supposed to be written in, what language supposed to support etc etc. In the GNU world, Emacs is mostly used as an IDE. Of course, it has quite a number of quirks, having evolved for 30 years. So the question is whether you can raise lots of interest for your project. Eclipse is also rather well-known. GNOME/KDE might have their own preferred things. And so on. Basically the question is who would be interested in your software for what purpose.
