The point is that if you codify things in documents, you *have* to
'debug' those documents through a black and white interpretation,

What you're asking for is like, "can you just test what my program is

You have to think about the unintended consequences.

saying "It welcomes all contributors". That doesn't mean committing
everything that gets submitted.
Someone who cannot get *anything* submitted will get upset and cry
foul about not-welcoming behavior, and so it goes.

The protection is against harassment, not about getting changes
